Today is a memorial day for those slain in the explosion of the apartment building in Kaspiisk
 On November 16th, 1996, in the Dagestani town of Kaspiisk, an 82-unit apartment building was blown up. The families of officers and warrant officers from the Kaspiisk district Federal Border Service lived alongside civilians in the 9-storey building. Officers from an aviation squadron and the 'Makhachkala' operational unit of the Caucasus border district were also living there.
The Order of Courage was awarded posthumously to 21 service members, including the head of the Caspian border guard, Lieutenant Colonel Valery Morozov, and his wife, Svetlana Morozova.

WHY HAS THERE NEVER BEEN A FEATURE FILM ABOUT THE TERRORIST ATTACK ON DUBROVKA?
 Exactly five years ago in Moscow, Chechen terrorists seized the theatrical center on Dubrovka. They took hostage 900 spectators, who had come to see the musical ‘Nord-Ost’. After three days, the first act of a terrible tragedy played out, claiming the lives of 130 innocent hostages, as well as the 40 bandits.  Yesterday marked the fifth anniversary of the 'Nord-Ost' tragedy. Meeting by the theatrical center building on Dubrovka were former hostages and relatives of the slain, as well as Muscovites, altogether about a thousand people. Politicians of all persuasions came: Yabloko Party leader Grigory Yavlinsky, SPS leader Nikita Belykh, National-Bolshevik ideologue Eduard Limonov, Russian People's Democratic Union chief Mikhail Kasyanov, and United Russia MP Josef Kobzon. They were, however, not trying to attract attention. On the steps of the building were portraits of the dead and burning candles. People came and laid red carnations next to them. On the wall of the theatrical center hung a large poster with the photos and names of all the victims. Nearby, on another wall, a granite plaque with the same names had been hung a few years ago. Moscow hosts a rally devoted to the fifth anniversary of the terrorist attack on 'Nord-Ost'
 Currently at the theatrical center on Dubrovka in Moscow a memorial service is being held, dedicated to the fifth anniversary of the terrorist attack that occurred on October 23rd, 2002, during the musical 'Nord-Ost'. As reported a correspondent from the REGNUM News Agency reports, not only have the relatives of those killed and the victims of 'Nord-Ost' gathered, but also those whose loved ones were slain in Volgodonsk, Beslan, the bombings on the Kashirsk Highway and on Guryanov Street in Moscow, the Avtozavodskaya subway station bombing in Moscow, and other terrorist acts that have occurred recently in the Russian Federation.  On October 23rd, 2002, terrorists seized the theatrical center on Dubrovka, where the musical ‘Nord-Ost’ was playing. During the storming of the building on October 26th, 114 of the 912 hostages were killed, and another 16 died in hospitals. Former Deputy Interior Minister and Chairman of the Parliament Security Committee Vladimir Vasilyev talked with ‘Kommersant’ correspondent Olga Allenova about how he now views the events of five years ago.
— Five years ago you were one of the key figures during the events at the theatrical center. How do you view the special operation today? Did the authorities do everything possible to save the people?
That I was a key figure is not quite correct. I was authorized to be in contact with the media. I was, as your fellow writers put it, a talking head, and I have asked myself the question that you asked me many times. Was everything possible done? Today I am convinced that all measures, which could have been taken to ensure negotiations to free the people, were adopted.

Victims of the ‘Nord-Ost’ terrorist attack accuse Russian authorities of fraud and ignorance
 Officials of the Russian Federation presented to the Strasbourg Court a memorandum concerning the events of October of 2002, which contains multiple falsehoods. According to a correspondent from Russian news agency ‘Noviy Region’, attorney Igor Trunov said this today in a press conference in Moscow. Trunov represents the interests of citizens affected by the terrorist attack in the theatrical center on Dubrovka. According to him, this suggests that the authorities are deliberately trying to mislead the international court by hiding the unprofessional actions of the operational headquarters, which, according to Trunov, led to a large number of casualties among the hostages.
“In the document, which was drawn up on behalf of the Russian Federation, there is deliberate manipulation of figures, which we regard as fraud,” said Trunov. “The figures provided in the memorandum are different from those obtained during the investigation.”

Interior Ministry chief Rashid Nurgaliyev said that over the past four years the number of terrorist attacks in Russia has decreased by 15, according to 'RIA Novosti'.
